Maxing WHITEBEARD's special

I have collected 35 WHITEBEARD's skill books from the kraken raid and my whitebeard has already a 24 as cooldown

Do You think that 35 skillbooks are enough to max him?
Please answer i need hope but mostly the idea that i haven't done almost 200 runs of kraken for nothing ahahahah

if you use always 5 skillbooks you can get 7 skills up
on double skill up event its possible  but thats if you are lucky 
well i think you will be at least to a 20 cooldown and lower
