Zephyr raid boss release date?

The raidbosses and the fortnights doesnt follow jap since long time
raidbosses we got Eneru before Aokiji and this two before Heraclesn, so you cant look to the order

But yes, Zephyr is really late... we dont know why they doesnt bring him out, but there is a rumor that they got problems with the license
That could be because Zephyr isnt in the story, he is only in a movie
Also we havent got SW Luffy and co. They are also from the movie, so it could really be that...
But as I said, Bandai hasnt told any reason for not bringing them out (as much as I know)

Normally, mobile game cannot last for more than two years.
Therefore, why BaiDai has to spend energy to get license for Z and SW in global version?
