How can i farm arlong? :(

I've been grinding chapter 14 and 15 for 2 days. 
Can it really drop?

Yes he really drops, the chance are just really low. I suggest that you farm him during x2 drop or 1/2 stam day.

Or u can wait for the Arlong special at March 31st

Not any chapter in story isle
It is speculated that Arlong special isle will replace Kuro isle on March 31.
The drop rate will be much higher than in the story mode, and you'll be able to farm red turtles along with it to evolve him faster
The actual isle will be confirmed in the next few days
