Help on Team Building

I am currently stuck in Little Garden Ch 14.

I might have spread the team too thin, unsure whether to stick to a single colour or uses one of the 6-star character.
And what should I put as the member.

Currently uses Rayleigh as lead and Luffy, Zoro and Usopp as member

Any advise are appreciated

My advice is to use sengoku, luffy, zoro, and two more characters with a cost of 20 or less. Should have no problem clearing it with sengoku captain ability

Any advise on how to level up the characters ? The turtles are hard to come by ...

Well depending on what characters you're trying to level it'll be easier for some than others due to color. Mondays the Black turtles show up as a weekly event. https://optctimer.com/#!/turtle that is a link for a site that helps you figure out when your turtle time will show up. I'd advise having a turtle time team to farm them as fast as possible and saving a couple gems here and there to gem stamina and grab as many colored turtles as you can when those show up also. And making a twitter account to do the daily 5 snails which have a chance to give turtles is another good idea.
