BUG??? Usopp Golden Hammer MAXED at 11 turns instead of 10...

Hey guys,
like the title says. I maxed my Usopp's skill with 16 skillbooks but it says 11 turns but everywhere I am reading including on this blog that it is at 10 turns maxed? Here is a screenshot:
