two accounts which should I keep?

my girlfriend is trying this game. after a few rerolls she eventually pulled these:
1. luffy G3 non evolved (balloon luffy)
2. nami v2 non evolved and buggy 4* evolved

i know luffy g3 is excellent captain but nami with buggy is like the main foundation of a int team (besides robin).
which one would you keep on playing?

i would go g3 for the multipler tbh

Short term, I would say the nami + buggy, since it will help you clear the game. At the lower levels, balloon luffy will take a long time before it can be evolved, so the game may be harder.

Long term, G3 tends to be good on almost every boss and simplest to build a team around (w/e you have gets stronger, or get 3 chars to get perfects with). Nami + buggy become very strong when you have Robin and Chopper (brain point), so you need really lucky pulls to finish off the team.

I had really bad luck (in hindsight, I got the wrong usopp and nami and was happy then) with rolls when I started, and was able to make it to arlong before I had any real issues. By that time, the pirate penguin island may show up, so getting the material to level luffy shouldn't be bad by then. With that, I would say balloon would be the best to keep.

You'll be able to get brain point chopper from Drum Island eventually for free, and myth has it Nico Robin will be free from Enies Lobby
G3 certainly is strong, but it may be overrated to an extent. If anything, I'd just sell Balloon since so many people wants it and thus you'll get a good price. Later on, there will be many good Luffy units to come, such as Strong World Luffy. You can't have more than one Luffy on a team so that also becomes a predicament.
Personally I think Int teams are really strong for their burst combo, but isn't shabby even without it. As the up and coming 2nd best team in Japanese meta, Int teams are desired because they can be "controlled" as compared to the other teams which also has luck in orbs and count of enemies as factors. With strong units such as Crocodile and Master Z, Int teams are highly valued in the community
