Pirate Penguin Drop Rates (Soooo bad)

So I've been trying lvl 1 for a red one to get Luffy to Gear 2 and lvl 2 for a blue one for Sanji but man the drop rates are horrendous....
I did a green one on my first clear but I have no use for at the moment...
Any tips from the players that lucky to have gotten a few? I know its kind of urban legend but does kill order matter? I typically go for the penguin first. Done those levels over 20 times each and no penguin.
