Dmg Reduction Alvida vs. Perona

I am farming Perona but after i saw that her Special needs 23 turns i was thinking that Alvida is still the better Dmg Reduction Unit.
Sure Peronas Special is very nice with def reduction and a bit dmg but as a Dmg Reduction Unit she just need to long to get her Special ready.

Sure u can say "farm her to Special 14-15 so she needs the same amount of turns as Alvida" but i can bring Alvida special down to 9 turn and Perona maxed as 14 turns.

What u think is the overall better support char and why?

I think i stick with Alvida and get Perona only on my Dex Team.

you can use perona the same way as alvida 
cause in the most of the time it is enough to fire the special just once

alvida is needed when you have to fire the special more times just like
its for zephyr or Training forest 

perona has the better special alvida has the better attack
so it depends on the Situation
