3 star Arlong Worth lvl up? Empty 3 star Arlong Worth lvl up?

Rerolling, and get two sets in mind so far: 3 star Arlong w/ 3 star Mr.5, 3 star Arlong w/ 3 star Don Krieg.

Wondering whether lvling up Arlong and evolve to 4 star worth any effort.

Ofc arlong is worth levelling up to 4* he's a powerhouse force slasher with a very high atk stat early in the game!! I definitely recommend levelling him up, I'm level 100+ and he's still useful in my slasher and force teams.
