Why don't evolve? (USOPP)

i saw a post, blog or somethin.. it was said it is better to keep usopp GP than evolve him to sogeking..
why? both are quite similiar, but i forgot the reason.. if there are some reason pls inform me, thanks!

the reason behind this is because on the cd on gp usopp. sogeking has a higher cd at20 where gp is 15 but if you skill up gp his cd is only 10 where as sk if you lvl his skill it sits at 15 which is 5 turns more. if you have 2 usopp u should lvl 1 to sogeking for the extra damage
